The History of trying to manipulate the weather has been around from the beginning of time. In earlier times, in America, when superstition ruled in matters of the unknown, Man used magic in his efforts to create rain. Today Stories of our Government manipulating the weather are speculated by pretty convincing dudes with lots of evidence. But Can The Government make it Rain? Yes, Governments and Private Companies can make it rain by adding tiny particles called ice nuclei along with silver iodide to clouds that are initially identified and are apt to produce precipitation with the help of Cloud seeding. In the early era of the Old West, the leaders of towns sent notices put out for someone from anywhere over the country who knew how to bring rain and relief to the draught-laden farms of Western Plains. A “Rainmaker” could make 500 dollars for a good rain. First, most people believed that Indians held the secret because of their closeness to the natural events of the earth. What Is Cloud Seeding They used a Rainstick historically that has been utilized by the American Indian people living in dry, desert climates across the West. Often employed in religious ceremonies, the purpose was to draw life-sustaining hydration from the heavens. The Rain Stick mimicked the soft splash of raindrops in an effort to remind the “spirits” or “Great Spirit” that the people of Earth have a need for a drenching rain for their crops, animals, and thirst because the water was sacred. The Indians practiced an assortment of rainmaking rituals. They smoked special pipes and burned tobacco by the stack. and shot arrows at the, clouds-perhaps to spear the rain out of them. The Indians prayed, danced, and chanted. The Choctaws hung a fish around a tribesman’s neck and stood him in the nearest stream until either it rained or somebody in authority came up with a good explanation of why it didn’t. James Pollard Espy (or “The Storm King”) (May 9, 1785 – January 24, 1860) was a U.S. meteorologist who proposed burning forests to increase rainfall. Espy developed a convection theory of storms, explaining it in 1836 before the American Philosophical Society and in 1840 before the French Académie des Sciences and the British Royal Society. His theory was published in 1840 as The Philosophy of Storms. He became a meteorologist for the War (1842) and Navy (1848) departments and developed the use of the telegraph in assembling weather observation data by which he studied the progress of storms and laid the basis for scientific weather forecasting. Charles Mallory Hatfield developed his own methods for producing rain. By 1902 he had created a secret mixture of 23 chemicals in large galvanized evaporating tanks that, he claimed, attracted rain. Hatfield called himself a “moisture accelerator” The city of San Diego, suffering badly from drought, made a deal with Hatfield to make it rain. He agreed and made it rain so hard that there was a flash flood, causing millions of dollars in damages. As a result, Hatfield was not paid, as this would imply fault on the part of the city. Ironically, this story is a microcosm of the weather modification industry. Rainmakers were popular businessmen who made lots of money with the promise of rain that would bring prosperity to a community. In a movie called “The Rainmaker,” Burt Lancaster plays a Rainmaker during the Depression. A con man, he promises rain to a desperate drought-ridden Kansas town and marriage to a local desperate spinster. This was a troubled time, especially for the farmers that suffered through it. As more settlers moved west to make their lives farming the land that would be known a year later as the Dustbowl from the early 1920 and 30s, drought and famine would drastically affect the lives of those generations who braved those hardships. The need to know how to make it rain outside became more crucial than ever before. For years people have dreamed of changing the weather to improve life here on earth, adverting hurricanes or saving lives by providing rain to the drought-stricken areas on earth. They used all kinds of methods, including using gunpowder and setting off explosions in the clouds. in 1890 Congress even allotted funding for this theory. It wasn’t until 1946 that a researcher discovered the reason why sometimes there are clouds but no rain. This is because of a phenomenon called supercooling. The temperature of the cloud might be close to zero, and there might even be crystals of ice in it. The water vapor in the cloud does not condense to liquid water. The supercooling can be disturbed by the method of Cloud Seeding. Cloud-seeding is the attempt to change the precipitation that falls from clouds by dispersing ‘salt’ or other chemicals into the air. Cloud Seeding improves a cloud’s ability to produce precipitation by adding tiny particles called ice nuclei (which water needs to freeze) to the cloud. Usually used chemicals for the purpose of cloud seeding include dry ice, silver iodide, liquid propane, and sodium chloride. Initially, clouds are identified that are apt for seeding with the help of radar. Vincent Schaefer (1906–1993) discovered the principle of cloud seeding in July 1946 through a series of serendipitous events. Following ideas generated between himself and Nobel laureate Irving Langmuir while climbing Mt. Washington in New Hampshire, Schaefer, Langmuir’s research associate, created a way of experimenting with supercooled clouds using a deep freeze unit of potential agents to stimulate ice crystal growth, i.e., salt, talcum powder, soils, dust and various chemical agents with minor effect. Then one hot and humid July 14, 1946, he wanted to try a few experiments at General Electric’s Schenectady Research Lab. He was dismayed to find that the deep freezer was not cold enough to produce a “cloud” using breath air. He decided to move the process along by adding a chunk of dry ice just to lower the temperature of his experimental chamber. To his astonishment, as soon as he breathed into the deep freezer, a bluish haze was noted, followed by an eye-popping display of millions of microscopic ice crystals, reflecting the strong light rays from the lamp illuminating a cross-section of the chamber. He instantly realized that he had discovered a way to change supercooled water into ice crystals. The experiment was easily replicated, and he explored the temperature gradient to establish the −40˚C limit for liquid water. According to the Weather Modification Association, Weather modification is also known as cloud seeding. Cloud seeding is an environmentally friendly way to generate more precipitation from clouds in the form of rain or snow. It works through the introduction of tiny particles called “seeds” that create additional droplets or ice, thereby accelerating the precipitation process and improving the cloud’s efficiency. Cloud seeding is also used to reduce hail damage and eliminate fog from around the vicinities of airports. This well-established technology has been in use since the 1940s in dozens of countries around the world. Then, aircraft disperse salts using flares or explosives in the lower portions of clouds. The salts grow in size as water joins with them, and this leads to rain. Together silver iodide, which is close in molecular structure to ice or salt, joins together with the water droplet and eventually gets heavier and falls as precipitation. Depending on the temperature, what kind of precipitation will be produced? Most scientists agree that this process works, and it is also fairly inexpensive. There are been many countries all over the world that use the same procedure. Private companies are usually hired to perform the seeding under the direction of a meteorologist and local and federal government authorities. The benefits are widely accepted and as much as 10% greater than average. The latest data from the World Meteorological Organization compiled listed 74 projects ongoing in 23 countries worldwide. In 2001 the National Oceanic and Atmospheric Administration (NOAA) documented 66 projects conducted in the western U.S. Project objectives included fog dispersal, snowpack, rainfall enhancement, and hail suppression. Can The Government Manipulate Weather Operation Popeye, Weather Warfare Over Vietnam March 20, 1967 – July 5, 1972 This was a very well-known chemical weather modification program that was conducted in Cambodia from Thailand, Laos, and Vietnam. The goals of the program were to aid the war effort in Vietnam and the surrounding areas. Softening road surfaces Causing landslides along roadways Washing out river crossings Maintain saturated soil conditions beyond the normal time span The intent of the mission was to create enough year-round rain to keep the Ho Chi Minh trails impassable with mud. Tests were conducted over Laos in 1966, and the operational missions began in March of 1967 from Udorn RTAFB, Thailand. They were flown by crews of the 54th WRS and rotated on a regular basis from Guam. In addition, 54th crews were sometimes called upon to conduct synoptic weather reconnaissance from Udorn over various areas of Southeast Asia, out to and including the Bay of Bengal. Agriculturists in France have long used hail cannons to try to save their fruit from dying by trying to start a storm. Every few seconds, an explosion in the cannon’s lower chamber sends a loud boom skyward. The thinking is that the resulting shock waves will break up the ice before it reaches the ground. There is, of course, little evidence that hail cannons actually work. Researchers in China have fired rockets or lasers into hurricanes or storms. Some used windmills to try clear storms across the land. China has been using 5000 rocket launchers to seed the sky for its massive undertaking to alter the weather. In the United Emirates Abu Dhabi, a company called Meteo Systems pulls rain from the sky with electricity. Umbrella shape towers send negatively charged particles in the air to increase the chance that supercooled droplets will collide with nuclei, thus becoming rain. All that is needed is 30% humidity. The Swiss company developing a technology they’ve dubbed Weathertec. Dubai has been running secret experiments in the desert, trying to fine-tune the new system called Rain On Demand, and if it works, this artificial rain technology could reclaim deserts worldwide. The Industry News Page on the Weather Modification Association Website list numerous amounts of ongoing projects that are going on around the world. From Dubai in the UAE to back home in the states like the River District of Colorado, where Drinking water supplies are dwindling. Dave Kanzer, an engineer with the River District, said more efficient storms with more snowfall can mean more water across the West. The city will use a 3 year Cloud Seeding Program. Starting this year. “We’re not just talking about one county and one city,” Kanzer said. “We’re really talking about augmenting or increasing the water supply for 40 million people that rely on the Colorado River Basin.” It’s all sounds really positive. “The use of Drones to cloud seed will be a valuable tool in the future of Weather modification. Fuel is expensive, pilots are expensive and often in a storm you have to go up and down multiple trips,” said Jack Tilley the Director of Weather Modification at the Desert research Institute in Reno Nevada. ** Using drones, especially in areas with mountainous terrain, could be a safer way to reach the clouds that sit close to the terrain itself. Manned aircraft cannot presently reach such clouds due to FAA regulations on the proximity of aircraft and terrain. But there are many questions about the technology that has been around for a while that was kind of kept secret. FEMA created a project called HARP, which is the name of the program that uses ionizing heaters to change weather patterns. The machine they created is called the IRI or the Ionosphere Research Instrument. The IRI consist of 180 cross Dipole antennas arranges in a grid pattern of 12 rows and 15 columns. Low-frequency antennas on the bottom and higher frequency poles on top. The entire structure occupies 35 acres of land. The transmitters send radio waves upward into the ionosphere, heating it up like a running microwave with a door open. All the energy is released to wherever you point it to. At the same time, reflectors are developed by the abundance of these ions in the atmosphere. Acting like mirrors that will send these microwaves to any place around the globe, they are reflected. They can be pointed back down to earth, collecting measurements and information for military surveillance along with using the ionosphere as a shield for incoming weapons during a military attack. Using the intensity of the charged ions in the atmosphere deflecting enemy missile attack. Or they could be used to change and manipulate the weather. HARP could push approaching storm systems away from populated areas too. Push them back over places that are desirable again for military reasons. These HARP installations are being used worldwide, and the technology is now 20 years old. There are theories that they are out of control, causing hurricanes and earthquakes, but this is based on speculation and people’s fears of their unknown nature. So maybe the truth lies somewhere in the middle. There are many weather modification companies across the globe. Most of these projects across the world do similar work as the Arecibo Observatory in Puerto Rico, the Sura Ionospheric Facility in Russia, and the EISCAT organization based in Sweden, which operates numerous facilities across the world. Rain on Request is an Eco-friendly rain-inducing water technology developed by a scientist in Israel. The process also uses ionization at specific locations, usually within a 15-mile radius, to produce rainfall. The problem always seems that new technology made for good reason could end up in the wrong hands and used for the wrong reasons. Weather Modification Technology Pros & Cons There have been over 100 US Patents relating to Weather Modification. The first US Patent on being in 1891, and the last was in 2013. The first one dealt with creating large quantities of condensation in the atmosphere, thereby creating a cloud. The last US Patent in 2013 dealt with Briefly a method provided for increasing interaction between seed particles in a seed cloud and target particles to be neutralized, detected, or knocked down to the ground. All this experimenting is why some people believe that problems are worse now than they were. The fires in California are being blamed on the weather-manipulating along with Climate Change is the other part of the argument and has been going on in that part of the country for years. There are pros and cons and arguments for every topic, especially this one. As much good that weather modification can do, there is another side of the argument. Chemtrails are a big part of that argument. The explanation scientist gives using condensation, temperature changes, and different altitudes make perfect sense. But there are still lingering questions that need to be answered. Some people believe that fooling with Mother Nature’s weather cycle has caused it to break down and backfire. The terms Climate Engineering or Geo-Engineering suggest that there is more to the story than seeding clouds to make it rain. On the other side of the coin is what Israel is doing in their country and with other countries plagued with drought in the Middle East. Water on Request In Israel is a company that uses the scientific formula that water molecules stick together because the oxygen end is negative and the hydrogen end is positive. One molecule finds another and another until a drop is formed. Ions are molecules that have either a negative or a positive charge. This is because their parts are out of balance. Ions make great centers of condensation which help form clouds. This system contains one tower and ten satellite towers that induce rainfall within a 15-mile radius in the same way it naturally occurs, and when a network of these processes is located through a larger area, targeted rainfall can be used with amazing precision. This process can improve rainfall in some areas of the country by up to 400 %. Less equipment and power are used in the system with no chemicals added to the environment. The equipment can be moved from place to place, and it doesn’t need clouds to induce rain like the cloud seeding process. China has also been pouring billions of dollars into its weather manipulation project using cloud seeding technology. Their very serious attempt to spend millions of dollars on new aircraft and specially built equipment to use in their ongoing programs. The procedure peppering clouds with a catalyst like dry ice or silver iodide. An official says that China stands to benefit from the program and is quoted as saying that artificial rain induction had increased the volume of precipitation by up to 55 billion cu meters between 2006 and 2016. China’s effort makes it the largest program in the world. There is some concern about the effects of silver iodide that is used in photographic film involved with seeding clouds, but of course, that use has disappeared due to the use of digital photography. It’s also used as an antiseptic and has also been superseded by newer products. There is another concern that Cloud Seeding contains Aluminum which will open up a can worm because of a lot of bad reasons. Then there is the problem of overseeing and injecting too many nuclei, which would also mean reduced solar reflection and, subsequently, more warming here on Earth. Under the guidelines of the Clean Water Act by the EPA, silver iodide health effects were studied, and it concluded that silver is considered a hazardous substance, a priority pollutant, and a toxic pollutant. Some industries have learned this all too well. Extra government testing of soil in the areas where cloud seeding takes place for that reason. Chronic ingestion of silver iodides may produce skin rash and a host of other more serious health issues, including depression and anemia that are manifested over a period of time. Lots of studies have been done on industrial manufacturers that use silver in their production. Where seeding clouds take place, sampling, and testing of soil, drinking water, and fish are highly recommended to avoid any toxicity problems in that area. What’s more important is the testing is long-term and continuous over the course of years. Not to mention Aluminum. If that concern pans out. The Cloud Generator machine, deep in the heart of Mississippi, is an installation that NASA uses for testing. The first thing they installed was a loudspeaker that broadcasted white noise at high decibels. The employed truck drivers start at the construction site and drive in different directions outward from the speaker. They went as far as they could until the white noise that was being amplified by the speaker was no longer audible. This was the boundary for the complex they would the builders would use. This imaginary boundary created a 125,000-acre area and would hold a piece of equipment that would break your eardrums if you were to be near it when it was operating. This machine created a mixture of Hydrogen and Oxygen that would result in a raincloud. Within an hour after the mixture is created, it will rain somewhere in the State. The hot and humid exhaust mixes with the atmosphere with the high jet altitude comes a much lower temperature. The water in the jet exhaust condenses and freezes and forms a cloud, very similar to what your hot breath makes on a cold day. The thickness of the contrail is altitude dependent along with the duration and extent of this happening. A thin, short-lived contrail indicates low-humidity air at high altitudes, a sign of fair weather, whereas a thick, long-lasting contrail reflects humid air at high altitudes and can be an early indicator of a storm coming to the area. Maybe the truth is when hydrogen atoms are encouraged to combine with oxygen atoms, energy is released (the light and heat we see and feel), and they reconfigure to become h2o – water for the world to use, which is necessary for our survival. Hopefully, humans and scientists who study methods of improving rainfall are cautious, and when playing with Mother Nature, we use the practical sense over the long term and not let good results get in the way of being good stewards of the earth we all call home. Cloud seeding can change individual clouds or groups of clouds, but weather patterns are determined by large-scale atmospheric conditions that cloud seeding cannot affect. A long-term and well-designed cloud seeding program can potentially soften the impact of drought, however, as increased precipitation production before and after drought could temper the shortfall of precipitation during the drought period” Can a Government make it rain? well, maybe, I would say yes, and hopefully, our Governments and governments all over the world are working on a solution to end famine and draught here on earth. I think through exciting new technology, we are close to doing it. It seems the older process of Seeding Clouds is the simplest, most cost-effective, and closest we’ve come to becoming The Rainmakers.
